WHY DO TEAMS LOOSE PENALTY KICKS?

A very strong and determined Iraqi under 20 squad came to the FIFA world cup as outside favourites to reach the semi final stage of the competition. They waved goodbye to the competition after they were eliminated by Uruguay via penalty shoot out. Time and again, the notion continues to be peddled that penalty kicks is a matter of luck, therefore any team can win the shoot out. Did you see how the Iraqi took his penalty? you could see a lack of will, fidgeting, pressure and a "let me just play the ball anyhow" kind of body language. so, loosing a game via penalty shoot out comes down to choice; split into two categories: (1) which team chooses to win it the most, and (2) the team that chooses the wrong player(s) to take the shots. judge for youselves.
